Ik this does not bring you much help, but phili did not have a government in 1799 and parts of the early 1800's. All government and federal officials either left or passed away during the yellow fever out break.

I am guessing there government was quite leberal. When William Penn did his holy experiment, he sought out to create religious refuge, make cash, and more importantly, enact liberal ideas in government.

I am sry if this is of no help to you, but 'tis all I remember about Phili. From APUSH. LOL. I welcome you to shw, and hope someone can answer your question better than I.
