Nice idea, but not really that nice. How would they be decided?
Well, we could have elections. Z could make polls. After a certain amount of time, whoever has the most votes becomes an officer. Pretty easy concept, in my opinion. =]
And Z + the moderating team should elect them. Not the people. But the people could vote for them to be taken out of their position. (With posts ad stuff showing evidence of course)

I'm not sure what kinds of things they could do. Like similar to moderators, but less powerful? Not sure.
